Our Founders and Staff: Don Rubin served as President of the board of directors for Youth Outreach Services (YOS), a Chicago-based non-profit organization that provides substance abuse prevention, counseling and treatment to adolescents and their families. Barbara Winer is Don’s wife, an attorney and a medical claim processor, who is familiar with the stress that often besets returning veterans, particularly those with medical and psychological issues. Becca Rubin is a marketing manager in Arlington, Virginia. Prior to her current marketing role in the travel trade industry, Becca worked as a public relations contractor for the Smithsonian Institute. Becca brings experience in public relations and marketing to Operation Welcome Homes as well as a business degree from American University. Becca joined Soldiers Angels six months ago by adopting a solider and is part of their letter writing team. Steve Kastner is a public relations consultant and electronic media designer in Fish Creek, Wisconsin. He creates and maintains the Operation Welcome Homes Web site and develops, writes and distributes our press and publicity materials. Steve is spearheading the Door County pilot program which we hope will serve as a model for eventual nationwide expansion.
